1966年出生于山西太原，12岁考入中国科技大学少年班，23岁获得美国乔治·华盛顿大学电气工程博士学位 （1989）。他是数字影像和视频技术、 多媒体通讯及 Internet 方面的世界级专家。张亚勤博士现任微软公司全球副总裁兼微软中国研发集团总裁，全面负责微软在中国科研及产品开发的整体布局，指导和推进微软在中国的研发战略。
此前，张亚勤博士任微软公司全球副总裁，负责移动通信及嵌入式系统设备部门的软件研发工作，主要包括用于 Pocket PC 和 Smartphone 的 Windows Mobile® 操作系统，以及包括 Windows® CE 在内的 Windows 嵌入式操作系统。
张亚勤博士是微软亚洲研究院的创始人之一，并曾经担任的院长及首席科学家。在他的领导之下，如今的微软亚洲研究院已经发展成为了一所具有200多位研究人员、在亚太区享有盛誉的全球顶级研究机构，并不断地为微软公司的发展提供一流的研发成果。时至今日，微软亚洲研究院已有超过100项的技术被成功转移到微软的核心产品当中，如下一代的Windows桌面操作系统 Windows Vista™。此外，张博士还于2003年在北京建立了微软亚洲工程院(Advanced Technology Center， ATC)。
